Silisian Council

The Silisian Council is an international organization. It has no real power but earns a lot of its businesses. They have homing pigeons in every member and also have a system to trade in money: if a member has to pay money to another country, they give the money to the Council, which gives it to the country it is destined to. This system works very well.
